After receiving a Bachelor and Master Degree from a university in South Carolina I began a career in education that has brought me to what I am doing today. I began my formal teaching and administering career in the state of Indiana in 1979. After teaching and administering a small school in southern Indiana for approximately 5 years I moved to Indianapolis. After a brief time in the business world I once again began to teach. I was a teacher and principal in schools both in Indianapolis and Bloomington.

But in 1990 things changed. I moved to Arizona to be the activities director of a small Bible college. Serving there for several years I took a teaching position at a private Christian school in Tempe. Several years later I accepted the assistant principal’s position.

At this point my children were reaching college age and funding for school was a concern. I accepted a position in sales for a Christian textbook company and worked for them covering much of the western states for six years.

That brings me to my present position. I helped start Tuition Organization for Private School along with the financial aid of a generous, dedicated person. The organization began in the summer of 2004 and has seen rapid growth in these three years. We have been able to increase our scholarships significantly each year helping well over 500 families. We anticipate continued growth as we branch out into the corporate sector as well as new ventures with the individual taxpayers.

I am married to my wonderful wife, Deanna for 30 year. We have two children, Jason (29), a lawyer in Tempe, and Amanda (26) working for Walden University..

Louise Gilbert has been the administrator for the Institute For Better Education since 2000. With the encouragement from the Board of Directors, she has implemented most of the policies and procedures that have helped IBE grow from 250,000 in contributions to over a $1,100,000. Her up beat personality combined with her professionalism has made it a pleasure for students, parents, and school administrators to work with IBE's scholarship program. In addition, Louise serves on ASTOA's Board of Directors Website Committee. Previously, Louise has managed several Floral Boutiques in Tucson, Arizona. Louise's greatest loves include her family, her dogs, Chocolate and Honey Bun, and Mr. Tumnus, her rabbit.

Since 1999, Dawn Kennedy has been the executive director of the Brophy Community Foundation and currently serves as the chair of ASTOA’s newsletter committee. She received her Bachelor of Science degree from ASU and law degree from U of A. Dawn has been involved with a variety of community organizations including, Arizona Science Center, All Saints Parent Association, Brophy Mothers’ Guild, Devereux of Arizona, National Charity League, UMOM New Day Center, Paradise Valley United Methodist Church and Preschool, Phoenix Public Library and Xavier Mothers’ Guild. As an advocate for school choice, Dawn believes that no child should be denied the education of their parents’ choice due to financial restrictions.

Jewish Community Day School Scholarship Fund

Linda Zell has administered the Jewish Community Day School Scholarship Fund (JCDSSF) for the past three years.  During that time this Fund has seen tremendous growth and awareness within the Jewish community.  Last year 303 tuition scholarships were awarded with a goal to award 400 next school year.  The Fund serves one high school and five elementary schools and all awards are based on financial need.  No student who has qualified for funding has been turned away. 

Linda's professional background includes temple administrator for three years as well as principal for a religious school in Rhode Island for 20 years.  In addition to administering the JCDSSF, Linda enjoys doing a variety of volunteer work within the Jewish community.  Linda received her Bachelor of Science degree from Arizona State University in family studies and counseling.

Steve Yarbrough is co-founder and executive director of Arizona Christian School Tuition Organization (ACSTO). He has a bachelor of science (finance) and a juris doctor (law) degree from ASU. He is senior partner in the Chandler law firm, Yarbrough, Moll & Dunn. Presently he is a member of the Arizona House of Representatives and has served 24 years on the board of Valley Christian High School, Chandler. Steve serves as ASTOA's Board of Directors Secretary and Chairs the Legislative Committee.

Board member Hal Elliott serves as ASTOA’s Coordinator of Media Relations. Since 1987, Hal has been the Headmaster at St. Paul’s Preparatory Academy. He is also the treasurer of the Arizona Association of Independent Schools and has been instrumental at reforming this organization over the past two years. Hal is a founding member of the Arizona Episcopal Schools Foundation where he served as the initial President during the first two years of operation and is currently the Vice President. Hal has a long history working on children’s issues in the state serving in a variety of roles with the Arizona Counsel of Centers for Children and Adolescents, including serving as President. Hal is very committed to the philosophy of school choice believing all parents should have the opportunity to choose the best education for their child.
